Create Model In-Place popup message

Same as the Import CAD message, this is not an actual tool. It is a popup message that will warn the user when he is trying to create a new Model In-Place component. It does not prevent the user, it just warns him, so after clicking ok it launches the usual dialogue to create a Model In-Place component.

Not all the users are aware of the downsides of Model In-Place families or why they should avoid them, so they populate the model with dozens or hundreds of them, when they should actually be using loadable families. So I thought of incorporating this automatic message to let them know and hopefully avoid some in-place families in my models.
